Carteret County adopts alternative to the conventional subdivision called Planned Conservation Development (PCD), to be allowed as a use-by-right.
Strong public and private sector desire for an alternative to the standard .cookie-cutter. approach to subdivision development resulted in the development and adoption of the PCD amendment to Carteret County's Subdivision Regulations. The PCD was developed to preserve and enhance the natural elements of the County without large disturbance of the site by using the 4-step process identified by Randall Arendt in Growing Greener, as well as requiring the use of best-management practices and low-impact development practices to control stormwater.
