Rivers professional staff consists of licensed Professional Engineers, Professional Land Surveyors, Registered Landscape Architects and Planners certified by the American Institute of Certified Planners (AICP). The firm also maintains a staff of certified gas distribution professionals, and Water and Wastewater Treatment Operators certified by the State of North Carolina.

Donnie W. Brewer, PE, Chairman of the Board of Directors
A member of the Rivers team since 1974, Donnie Brewer has worked in all aspects of the business. The company saw tremendous growth under his leadership as President for 26 years. Now concentrating on business and professional development, he brings an understanding of the engineering business with a working knowledge of all of the services the company delivers to its clients. His command of engineering principles, innovative technical applications and business operations is well known in engineering circles and he has provided his expertise in design, project management, and technical guidance for a variety of commercial, residential and government projects. Mr. Brewer has served in leadership capacities on various local, state, and national technical Boards and Committees related to the profession.
Gregory J. Churchill, PE, President
A member of the Rivers team since 1986, Greg Churchill is a professional engineer with a depth and breadth of municipal infrastructure planning and design with expertise in water and wastewater treatment. Responsible for the overall management of company operations, his years of engineering design & management experience include civil engineering studies, preliminary plans, construction drawings, contracts, specifications, permitting, cost estimating & contract administration. He is equally proficient in the design of water treatment plants, wells, ground storage tanks, water distribution systems, wastewater treatment plants, wastewater collection systems, sewage pumping stations, force mains, storm drainage & detention facilities, roadway extensions & site plans. He is an active member of the American Water Works Association and various other engineering organizations as well as serves on the Advisory Council for the Department of Engineering in East Carolina University’s College of Engineering and Technology.
James M. Walker, PLS, Vice President
A member of the Rivers team since 1991, Jim Walker is a professional land surveyor bringing a depth of experience not commonly found in many engineering firms today. He lends his leadership and expertise to guide our many civil, institutional and private development projects. With over 50 years in the business and roots in professional land surveying, Mr. Walker is an expert in the planning and design of construction projects including documentation, permitting and land use planning. His particular expertise is with the planning, design and construction administration of commercial and industrial development projects, including land planning, building design, stormwater and drainage systems, roads and parking plans. Mr Walker is a Fellow of the American Congress on Surveying and Mapping, as well as a member of other technical societies.
Marvin E. Garner, Jr., AICP, Vice President/Corporate Secretary
A member of the Rivers team since 1975, Mark Garner is a certified planner serving in a business development role with a multitude of experience as project manager for local government infrastructure planning and development projects. His project experience includes streets and streetscapes; drainage and stormwater management; shoreline public access; recreation and parks; water and wastewater systems; utility rate studies, fixed assets assessments, vulnerability assessments; environmental assessments, capital improvement plans, and bicycle/pedestrian plans. Mr. Garner is a member of various professional associations and has served in leadership roles on the local and state level for Boards related to planning and economic development as well as in various leadership capacities for East Carolina University.
Dwight Vernelson, PE, Vice President
A member of the Rivers team since 1985, Dwight Vernelson is a professional engineer with vast experience designing and managing numerous civil engineering projects for private developers and municipalities. His experience includes water distribution, sewer collection, wastewater pump stations, site grading and drainage, stormwater management, roadway and parking lot design. He has worked on all project phases, such as rezoning requests, preparation of preliminary plans, final plats, construction drawings, technical specifications, contract documents, erosion control plans, preliminary opinion of construction costs, permitting, contract administration and construction observation. With special expertise in commercial land development and site design, he serves as the client liaison between private developers and local and statewide review agencies.
